Slaven Bilic will not be signing another striker before the window closes and that means he wants Fletcher to stick around.
Leeds were confident of securing a loan deal for the 21-year-old former Manchester United man but have been told he is not available.
Fletcher has made just two starts in the Premier League and, as Sportsmail revealed last week, was interested in moving on loan.
