Utah’s state Legislature is more Republican than the state’s voters. That will continue to be true over the next two years, as one-third of all votes cast for the Utah House in 2018 were for Democratic candidates, but the party won only one-fifth of House seats.
The cause of the disparity is open to interpretation, and is affected by the individual candidates who run for election, the trends that drive voters to the polls, the areas where people choose to live and the arbitrary maps that intentionally or coincidentally group constituents together.
