More than three years ago, then-South Weber City councilman William Michael Poff was charged with embezzling more than $200,000 from a Bountiful assisted living facility.

But Poff resolved the case this month by entering into an unusual secret diversion agreement — an agreement that is not public, but which led to the dismissal of three charges of second-degree felony communications fraud, each count punishable by up to 15 years in prison.
