The old strategy of hacking lousy free-throw shooters at the end of a basketball game is boring and exploits a loophole in the rules. NBA Commissioner Adam Silver has changed his mind and thinks something needs to be done about it, finally.

The NBA — and all of basketball — has a problem it can’t seem to solve: Fouling for profit.
