Two people are under arrest after gunfire and a crash involving a Hartford police vehicle, police said.
Lt. Paul Cicero said in a 12:18 a.m. tweet that the stretch of Capitol Avenue between Sisson Avenue and Forest Street was expected to be closed for several hours.
