Teen arrested in double-fatal crash in Torrington

Seven months after a fiery Torrington crash killed two Litchfield High School students, the 17-year-old driver was arrested Friday, police said.

Dylan Brocar turned himself in on charges that include two counts of negligent homicide with a motor vehicle, traveling too fast for conditions and making an improper turn, they said.

He also violated laws restricting the number of passengers teen drivers may have and when they may be on the road, police said.

The crash happened about 2:30 a.m. June 9 on Town Farm Road on the Litchfield line. The car Brocar had been driving went off the road, down an embankment and became engulfed in flames, police said.
