Police who fatally shot a man in East Hartford after a violent domestic assault last year were justified in using deadly force, a state’s attorney has found.
After choking his wife, John Carras had turned that day to responding officer, both of whom he punched in the head u2015 one to the point of nearly losing consciousness, WIndham State’s Attorney Anne Mahoney found. He then lunged at the second officer, who shot him.
“The officers here responded to what appeared to be a homicide and used voice commands, warnings, physical force, and a Taser to try and contain the enraged suspect who although unarmed, fought as though he had nothing left to lose,” Mahoney wrote.
