A man who shot two cows seven years ago in North Stonington, leaving one animal to suffer from a gruesome injury, has been arrested, state police said Tuesday.
Todd A. Caswell, 30, of 8 Tom Wheeler Road, North Stonington, faces charges that include cruelty to animals and discharging a firearm from a public highway. Caswell was being held on bail of $100,000 pending a court appearance set for Sept. 22.
Two other men turned themselves in soon after the incident in January 2013 and have had their cases adjudicated, but Caswell failed to answer the charges and fled, police said.
