Sex offender arrested after lewd public act, Naugatuck police say

Francis Keen, 66, of Barnum Court in Naugatuck was charged with first-degree public indecency, risk of injury to a child and breach of peace, police said Tuesday. His bail was set at $2,500.

He was arrested shortly after 4 p.m. Friday after police received a complaint about his behavior. Keen was engaging in a sexual act while sitting in a gazebo, in full view of the public, police said.

He was convicted of risk of injury to, or impairing the morals of, a child at least two other times, in 1998 and in 2010, according to the Connecticut Sex Offender Registry.
