HARTFORD — A majority of the people returning to Hartford from serving time in jail or prison are in need of shelter or stable housing, but face limited options, according to an independent report on the reentry center that opened two years ago in Hartford City Hall.
The study evaluated the first year of the Greater Hartford Reentry Welcome Center, which Community Partners in Action opened in September 2018 to smooth peoples' transitions from incarceration.
Diamond Research Consulting found that many visitors to the center lacked access to basic necessities like food, health services and cellphones, the latter of which CPA has been giving to all case management participants who need one since March.
