Police have made a second arrest in the fatal shooting of a 19-year-old on Capitol Avenue earlier this month.
Edwin Franqui , 29, was charged with murder and other charges Thursday, Lt. Paul Cicero said. Franqui has the same name as his younger brother, who also was charged in the homicide, he said.
Junny Lara-Velazquez, 19, died about two hours after the shooting, which caused the car he was in with two others to crash into a Subway restaurant just across the West Hartford line.
