Three leaders of the Hartford Police Department’s detective bureau have been charged with violating the department’s code of conduct for their alleged inaction after one of the detectives invited colleagues to wager on the location of the city’s first murder in the New Year.
Lt. Paul Cicero, who previously led the Major Crimes Division, and Sgt. Anthony Rykowski each face up to five days of unpaid suspension for their “failure to properly supervise subordinates or to prefer disciplinary action,” police Chief Jason Thody announced Thursday afternoon.
Cicero also will receive an oral reprimand for not notifying top department leadership sooner and Sgt.
