WETHERSFIELD — A former Wethersfield police officer who shot and killed an 18-year-old motorist during a traffic stop received a $100,000 payout from the town’s municipal insurer when he resigned from the department, according to documents the Courant obtained through a Freedom of Information Act request.
Layau Eulizier shot and killed Anthony Vega-Cruz on the Silas Deane Highway in April 2019 during an attempted traffic stop after an officer discovered the license plates on the car Vega-Cruz was driving belonged to a different vehicle. Eulizier, who was ordering food at a nearby restaurant, joined in the pursuit of Vega-Cruz, who was apparently trying to elude officers.
