Farmington police on Tuesday apologized for an early morning emergency alert call, sent through the state’s emergency notification system, about a missing Farmington man.

Liu was found later in the morning in West Hartford, where he knocked on someone’s door, police said. That person called police.

In the Farmington case, the decision to use the state notification system went against policy and police apologized for the call that went out after midnight.
