East Hartford police arrested a man armed with a handgun Sunday after he fired shots at another man who was driving, striking the car several times, but not the driver, police said Monday.
Joseph Caraballo, 21, was charged with first-degree reckless endangerment, criminal use of a weapon, illegal discharge of a firearm, illegal alteration of firearm identification and second-degree breach of peace.
At about 2 p.m., officers responded to a call of shots fired at a vehicle in the Francis Street area, police spokesman Lt. Josh Litwin said. The man who was targeted told police that another man shot at him as he was driving.
