The Connecticut Police Officer Standards and Training Council will consider whether to allow a former Manchester police officer who resigned during an off-duty sexual misconduct investigation to serve as an officer in Plainville.
The council, with purview of granting police powers, held a lengthy hearing Thursday, hearing arguments from Plainville officials that the situation facing Justin Cullen does not fall under a state law that prevents law enforcement agencies from hiring officers that resign during an investigation of serious misconduct or malfeasance.
The law requires departments to notify the council if an officer resigns during an investigation, which was done when Cullen left the Manchester Police Department.
