Harris' decision comes on the heels of fellow sophomore guard Von Julien announcing his plans to transfer on Monday night.
Both guards were a part of former Tulane coach Ed Conroy's final recruiting class before he was fired at the end of the 2015-16 season.
Harris played in 33 games this season and averaged 9.1 points and 1.7 rebounds on 38 percent shooting from the field as one of the Green Wave's top scoring options off the bench.
