Tottenham sent scouts to watch Anderlecht against Zenit St Petersburg on Thursday night.
Anderlecht midfielder Youri Tielemans is understood to be one of the players under scrutiny. The 19-year-old has also been followed by Everton and Manchester United.
Spurs chairman Daniel Levy is keen to stick to the club's policy of signing young players from around Europe, with one eye on the future, and Tielemans would join a growing Belgian contingent as the club prepare to embark on a new era.

Considered one of the brightest young prospects in world football, the teenager has made over 150 league appearances for Belgium's most successful club.
