Danny Rose's second-half strike rescued a point for Spurs after Jurgen Klopp's Liverpool had threatened to overrrun their strangely listless hosts.
The Reds' early superiority at White Hart Lane was eventually rewarded when James Milner stroked home from the spot, following Erik Lamela's trip on Roberto Firmino minutes before the break.
Liverpool had chances to extend their lead and saw a Sadio Mane effort ruled out for an offside in the build-up. But Rose was on-hand to equalise when Eric Dier sent over a deep cross from the right on 72 minutes.
