Blue Jays: When will talks translate into signings?

The Blue Jays walked away from the annual Winter Meetings with another pitcher in tow after coming to terms on a two-year pact with innings-eater Tanner Roark. The signing to me only makes sense if the team adds a front of line starter like Hyun-Jin Ryu or someone of that ilk. Roark is a viable arm if he is fourth on the starting pitching depth chart, not one or two.

The team apparently has made offers to a handful of players but those said players have opted for other teams once the ink has dried on their new deals.
