The selection of Elvis Luciano will cost the Blue Jays $100,000 and will require the 18-year old remains on the 25-man roster for the entire 2019 campaign. If the Blue Jays decide to outright Luciano off the roster, he must be offered back to the Royals for $50,000.
The native of the Dominican Republic signed with the Arizona Diamondbacks as a non-drafted free agent in 2016 but was acquired by the Kansas City Royals in the Jon Jay trade last summer. Luciano was tabbed as the 23rd ranked prospect in the Royals organization last year.
