Theo Zwanziger, Germany’s former top soccer official, told the newsmagazine Der Spiegel that Germany had used a secret slush fund to pay bribes for the right to host the 2006 World Cup. His assertion contradicted denials by his successor, Wolfgang Niersbach, who was unavailable for comment.
