Tom Dumoulin of the Netherlands won the individual time trial in the Vuelta a España on Wednesday to reclaim the race leader’s red jersey on the 17th stage. Dumoulin, a rider for Giant-Alpecin, finished in 46 minutes 1 second over the 24-mile course in and around the city of Burgos. With four days of racing left, Fabio Aru is three seconds behind Dumoulin.
