It's not unusual for cities to take action to relocate the homeless, panhandlers and the like ahead of major sporting events.
It's unlikely any of the cities have ever used rocks to do the job. Or taken such pride in picking exactly the right type of rocks to do the job.

San Diego placed jagged rocks under a freeway overpass in April to discourage homeless people from sleeping there. A city spokesperson told reporters at the time that complaints from a local neighborhood had prompted the action.
