Blame it on Rio.
That’s an easy initial reaction to the news that Ryan Lochte and three other members of the United States swim team were held up at gunpoint by robbers who flashed badges and apparently pretended to be law enforcement, early Sunday morning.
In advance of the 2016 Olympic Games, even Brazil’s secretary of public security summarized a July crime wave by saying, “Historically, unfortunately, that’s how Rio de Janeiro is.”
