In May, I graded the offseason moves of all 32 NFL general managers. It was admittedly a speculative exercise based on free-agent signings and the 2019 draft.
Much has changed since then. There was another wave of free-agent additions. Rookies have had opportunities to acclimate to the NFL. Injuries have taken a toll on teams across the league.
