Cleveland bet big on Oklahoma’s Baker Mayfield with the No. 1 overall pick, and that started a run that saw four quarterbacks go in the first ten picks for the first time in the N.F.L.’s common draft era. Mayfield was hardly a consensus top choice, and the pick comes with some unintended baggage thanks to the young quarterback’s similarities to Johnny Manziel, who flamed out in Cleveland.
