Rachel Reeves is set to confirm government support for plans to expand Heathrow Airport with a third runway - in a controversial move local residents have been pushing against for years.
The chancellor is also expected to announce rule changes for planning and infrastructure projects in a bid to grow the economy, as she faces scrutiny over her handling of the country's finances.
But her plans may prompt a backlash among members of her own party, with many Labour MPs having raised objections to the plans.
Speaking to MPs on Monday, Reeves said: “Have we done enough?
