SILVERSTONE, England — There is a tradition in Formula One: After one or two uneventful races in the middle of a season dominated by one team, the fans, the media and the losing teams condemn the series as fundamentally flawed and boring and call for a re-writing of the rules.
Such again was the state of affairs, when three days before Sunday’s British Grand Prix, in a season dominated by Lewis Hamilton and Nico Rosberg of the Mercedes team — which won all but one of the previous eight races — a group of the leading teams reacted by announcing that they were ready to overhaul the rules again to spice up the racing.
