On Thursday, a coalition of horse breeders, owners and animal lovers turned to Congress in the hope of ending another long-running drama in thoroughbred racing: its drug problem.
On Thursday, the United States Representatives Andy Barr, Republican of Kentucky, and Paul Tonko, Democrat of New York, introduced the Thoroughbred Horseracing Integrity Act of 2015, which would grant authority for rule making, testing and enforcement of drug and medication use in thoroughbred racing to an entity created by the United States Anti-Doping Agency.
