Commissioner Roger Goodell spoke to the difficulties of making every play reviewable when meeting with the media, though several teams said privately they would support expanding it in some form.
Pace of play is already an issue, and one that was discussed among the owners, with penalties being up and games being choppy and sloppy in the first quarter of the season.
