A Tarnish on U.S.A. Swimming’s Olympic Luster

RIO DE JANEIRO — On Saturday evening, the swimming competition at Olympic Aquatics Stadium ended with Michael Phelps winning his 23rd career gold medal and 28th over all. Frank Busch, U.S.A. Swimming’s national team director, suspended the normal 1 a.m. curfew for team members 21 or older.

In a team meeting before the final session, Busch said, he reiterated that the city could be a dangerous place. If the swimmers over 21 wanted to leave the athletes’ village, he told them to travel in groups (those under 21 were not to leave). He also reminded them that one poor decision would reflect on everybody in the room.
