Burrage, 23, booked her place with a 7-6 (7-5) 6-4 win over China's Zhu Lin.
US Open champion Raducanu, the world number 11, faces Viktorija Golubic in her first-round match on Tuesday.
In the men's draw, British top seed and 2019 winner Dan Evans won his opener against France's Enzo Couacaud 7-5 7-6 (7-3).
