Why? Because they had just as much if not more talent than any other team.
In the three years from 1998-2000, the Vols had 23 players drafted, including six first rounders. Peyton Manning went No.1 overall in 1998 with defensive back Terry Fair and wide receiver Marcus Nash sneaking into the first round.
