The oddsmakers think the Bucs are three-point favorites in their own home, and I'm inclined to agree. The Bucs can win this game -- they could have won a few more games than the one they actually managed to, but that's always the case with bad teams. The Bucs need everything to fall into place for once: that means a defense that stops being out of position every few plays, and an offense that consistently produces points.
