The Tampa Bay Buccaneers may not be completely done with free agency, but they've wrapped up most of the necessary paperwork.
On Wednesday, restricted free agent Russell Shepard and exclusive rights free agent Jacquies Smith signed the qualifying offers the Buccaneers had extended to them in early March. That leaves the team with no unfinished business in regards to those two categories of free agency.
As a restricted free agent (RFA), Shepard could have sought a contract from another team through April 22, but the Buccaneers would have retained a right of first refusal and a right to compensation if he departed.
