Tampa Bay's 37-32 loss last Sunday to the Rams so closely resembled other recent defeats — turnovers, porous defense, missed kicks — that coach Dirk Koetter has openly suggested the team needs a culture change. It's not the worst possible start for the Bucs, but it's close.
