MIAMI • The window to sign eligible amateurs from Latin America opens Thursday, and the Cardinals have been tied to one of the region’s top pitching talents.
Alvaro Seijas, a righthanded teen pitcher from Venezuela, is one of at least a dozen players expected to receive a bonus around $1 million, according to scouting reports, though it's unclear if it will grow that high because of a wrinkle in the market that has some of the biggest spenders unable to spend big.
The Cardinals are expected to be the team that signs the young Venezuelan.
