It's been 10 years since a white police officer shot an unarmed black teen in the back of the head, prompting Delray Beach to create a community advisory board to mend relations between residents and police.
But that board, once a vital forum to quell unrest, has had a tough time filling open board positions and meeting regularly. City officials have questioned if it is even still needed.

Months of protests and outcry have unfolded elsewhere in the United States after high-profile police killings of black men and youths.
