Despite massive efforts to fix a broken transportation system, many Palm Beach County school buses were late or never arrived on Wednesday, the third day of school.
Parents bombarded schools and the school district's central transportation lines with complaints, and school officials said they were pulling employees from other departments to fix the problems and answer questions from parents.
Superintendent Robert Avossa, who began work in June, said school transportation managers had been "tone deaf to the red flags" sent out by bus drivers, who warned their bosses there were too many stops on their routes.
