Did state pave over graves to build I-95?

The state has discovered at least 65 bodies buried beside Interstate 95 near Sunrise Boulevard, and officials say it's possible some unmarked graves were paved over when the highway was originally built and later widened.

The graves are in a potter's field that was part of the five-acre Woodlawn Cemetery, established in the 1920s because blacks during segregation were not allowed to bury their loved ones in the main cemeteries.

The state now owns some of that land, which it uses as a right-of-way for the highway. Only a chain-link fence separates the neglected, decaying markers from the road.
