Soccer’s world governing body, FIFA, began an annual meeting of its congress on Friday, with attention focused on an election scheduled for later in the day that was expected to result in Sepp Blatter winning a fifth term as the organization’s president, in the midst of one of the worst crises in its history.
FIFA was buffeted by scandal this week after revelations of a sweeping inquiry in the United States into bribery and corruption that has ensnared several of Mr. Blatter’s former lieutenants. But despite anger in the world of soccer, where many hold Mr. Blatter, 79, responsible for the problems engulfing the organization, he is expected to defeat his rival, Prince Ali bin Al-Hussein of Jordan.
