Chelsea Sporting Director Michael Emenalo recently travelled to Spain to watch Atletico Madrid's Koke in action, according to Juan Casanez of AS.
Casanez reports that Blues boss Jose Mourinho "wants to take Koke to Chelsea for next season," although "Atletico are not willing to part with the player unless he asks for a move." This appears highly unlikely, particularly with Koke remaining central to Diego Simeone's plans for the future.
Nicholas Rigg of AS outlined a potential fee for the player:

Casanez reports that "Chelsea want to offer Filipe Luis" as part of the deal, just one year after the Brazilian left-back left the Vicente Calderon for Stamford Bridge.
