Three penalty kicks have already been retaken and converted at this tournament after reviews by the video assistant referee, which is being used at the Women’s World Cup for the first time. In each case, the review determined that a goalkeeper had come off the goal line too early. One of those rulings led to Scotland’s elimination from the competition before the knockout rounds, which begin Saturday.
