Ryan Neal, who made the game-sealing interception in Week 3, was promoted from the practice squad to the 53-man roster, leaving Seattle with one open spot on the 53. With the two available practice squad spots, the Seahawks signed a pair of players who visited the club on Tuesday in defensive back Damarious Randall and EDGE Tim Williams.
