The Seahawks have typically carried only two quarterbacks, and Davis, who backed up Wilson last year, gets the nod even though rookie seventh-round pick Alex McGough has more long-term upside. Davis has been the steadier of the two, and there's a good chance the Seahawks could keep McGough in the fold by sneaking him onto the practice squad.
Penny (finger) is expected to be back by Week 1, but Carson looks like Seattle's starter.
