We'll get to Kelly below, but there are two "compensations" the 49ers may have been hung up on. The first is Payton's contract, but it seems unlikely the 49ers wouldn't be willing to give Payton a massive contract. The more likely answer is that the 49ers didn't want to hand over the draft pick compensation the Saints wanted. New Orleans reportedly wanted a second rounder for Payton, which is a steep but fair price. It sounds like the 49ers were close to landing Payton, but were unable to close the deal.
Chip Kelly The Top Candidate?
As La Canfora mentioned, the 49ers are considering Kelly. La Canfora thinks Kelly's only option to be a head coach this year is in San Francisco.

Kelly is a divisive candidate. Several former player can't stand him and many fans do not want Kelly in San Francisco. However, he had success early in Philadelphia. He's a gifted offensive mind, but struggled when playing GM this year. For now, it seems like Kelly is the favorite in San Francisco.
