The 2019-2020 international period began on July 16 for amateurs 16 years old and older. A decade ago, Luis Perdomo’s first year of eligibility came and went without a deal. The scouts who saw him as a 155-plus pound 16-year-old said he was too skinny to project as a major league pitcher.
