The Government will unveil the 'White Paper' for English football's independent regulator on Thursday amid fears from the Premier League it damages their position as the best division in the world.
Following Tracey Crouch's fan-led review into football governance, Whitehall will reveal details of how the proposed regulator will look and work.
The document will disclose details of how the regulator aims to secure the financial futures of clubs, bolster the existing owners and directors test to ensure teams are protected from unscrupulous owners, to block any future moves to join a European Super League and give supporters a greater say in the running of their clubs.
