The first indications of the government's plans for an independent football regulator were warmly received by supporters, some clubs and campaign groups on Thursday.
Details of the shake-up leaked to the Sun include proposals to grant a new regulatory body powers to stop future bids for Super League breakaway, enforce tougher ownership tests, exert greater financial control, lead a redistribution of wealth through the pyramid and give more of a say to fans.
Formal plans are expected to be unveiled next week and government sources insist there are finer details still being worked upon.
